MINUTES OF SPECIAL BOARD OF EDUCATION MEETING

INTEREST BASED BARGAINING

Bret Beye called to order the special meeting of the Board of Education of U.S.D. 487 at 4:30 p.m., June 11, 2013.  Present: Stacey Berndt, Deb Geissert, Barb Kurtenbach, Patty Kahle, James Carnes, Lyneva Bryan, Anna Gustafson, Megan Mein, David Powell, John Doern, Superintendent John Thissen and Clerk of the Board Robyn Heitfield.  Rod Erickson joined at 4:55 p.m..

 

  1. ADOPT AGENDA

Anna Gustafson moved (Stacey) to adopt the agenda.  Motion carried 4-0.

Members revisited the options and identified cost of each.

  1. $500 to base plus movement, insurance same
  2. Movement only, insurance same
  3. $250 to base plus movement, insurance same
  4. $150 to base plus movement, insurance same
  5. $500 to base, no movement, insurance same

Increasing the LOB was still the suggestion to fund any of these options.  Mr. Thissen indicated a willingness to look at other places to save money to help with the salary increases.  One suggestion was the after school program.  This program targets a very small group of students.  There was concern by teachers as to the students that it does help.

 

 

 

 

 

 

 

Interests and Concerns by teachers:

  • Used to fight for 52 teachers but now fighting for 44 as budget cuts continue.
  • Number of administrators has remained the same
  • Teachers give a lot with little in return
  • Recognize the fact that the district’s benefit and retirement package is excellent compared to many districts, but first year teachers coming in only look at base of salary schedule
  • The decision to replace the MS/HS assistant principal/AD position

This decision was explained by board members.  With the large number of personnel change, the new evaluation process, new administration and the NCA visit, members felt leaving the district with one less administrator would be detrimental to the entire district.

SUMMARY OF ALL ISSUES FOR 2013-14

 

1.         Sick Leave Buyback

            The committee chose to drop this issue and concentrate more on salary.     

 

2.         Combine MS and HS Wrestling Programs

            No changes will be made.

 

3.         Salary

            Add $500 to base plus movement

           

4.         Insurance

            The district will provide 100% of a single/$1500 health and single dental insurance plan to every eligible employee in the district. 

 

5.         Evaluation

            The district will use McRel.  A student contact day will be changed to an in-service day for training on the 2013-14 calendar.

 

6.         Confidentiality

            According to John Doern, this issue cannot be included in the Negotiated Agreement since it in unenforceable.  However, he said it needs to be reiterated before each committee meeting.

 

7.         Protection of Personal Days

            No change will be made.

 

8.         Extended Contract with Vocational Ed Coordinator

            It will be removed from the list under Extended Contracts in the Negotiated Agreement (pg 4).           

 

9.         Parent/Teacher Conferences

            Elementary - Go back to two nights of parent/teacher conferences in each teacher’s classroom.

            MS/HS - Fall conferences will be in the high school gym as in the past.  Spring conferences will be held in each teacher’s classroom.  Teachers, sponsors and coaches need to make themselves available to the parents for both nights.

 

10.       Length of Contract

            Contract days will remain the same.

 

11.       Length of Days Per Year

            No change will be made.

 

 

 

12.       Extra Duty Pay

            Better direction will be given to building administration as to what administrative assignments can include.

 

13.       New Teacher Mentoring Program

            August 7 and 8 will be new teacher in-service days.  Teachers will be compensated for these days.  Smoky Hill will provide the training for first and second year teachers at a cost to the district.  New elementary teachers will be assigned a mentor within their hallway.  Members would also like to see a handbook created for all new teachers coming into the district.  Suggestions and ideas would be made by current staff.  The handbook would identify procedures and “how to’s” specific to this district.  It would be created as a read only file for all staff to have access to use as a review.

 

14.       Early Retirement Language

            Clarification -- A full time employee is an employee that works 30 hours or more per week during the school year.  This is a requirement to be eligible for insurance throughout employment so this requirement carries over to be eligible if an employee retires before 65.  An employee will be eligible for insurance upon retirement if they are covered at the time of retirement.  There cannot be a lapse in coverage.
